The most affordable GTA municipalities for a first townhouse in fall 2026 are Oshawa, Clarington, Whitby, Brampton and Milton, where TRREB’s September townhouse benchmarks ranged from $489,300 to $603,200, compared with $714,700 in the City of Toronto. Most of them also have GO rail service to Union Station. At the benchmark, a first-time buyer in Oshawa needs about $24,500 down and pays roughly $2,630 a month, versus $46,500 down and about $3,785 a month for a benchmark Toronto townhouse.
Key takeaways
- Oshawa had the lowest townhouse benchmark among the larger GTA municipalities at $489,300.
- Brampton and Milton offer townhouses near $600,000 with direct GO lines to Toronto.
- Inside Toronto, some districts, such as E11 in the northeast, have townhouse benchmarks near $554,000.
- Prices fell more in some suburbs than others: Whitby’s townhouse benchmark is down 13.31% in a year.
- Buying outside Toronto also avoids the municipal land transfer tax.
Where are the cheapest townhouses in the GTA?
The table ranks GTA municipalities by their townhouse benchmark in TRREB’s September 2026 MLS HPI tables. The benchmark reflects a typical townhouse with standard features, so it compares like with like better than average prices do.
| Municipality | Townhouse benchmark | Change from Sept 2025 |
|---|---|---|
| Orangeville (Dufferin) | $479,800 | −8.97% |
| Oshawa | $489,300 | −9.44% |
| Halton Hills | $533,900 | −7.16% |
| Clarington | $538,800 | −8.97% |
| Innisfil | $546,500 | −20.63% |
| Bradford | $549,400 | −10.60% |
| Whitby | $563,400 | −13.31% |
| Brampton | $583,100 | −7.01% |
| Milton | $603,200 | −7.47% |
| Pickering | $603,300 | −4.22% |
| Ajax | $617,000 | −5.10% |
| All TRREB areas | $668,800 | −6.52% |
| City of Toronto | $714,700 | −5.04% |
Two cautions. Smaller markets like Innisfil and Orangeville have fewer sales, so their benchmarks can swing sharply from month to month. And a benchmark is a typical home, not a guarantee: a new three-storey freehold townhouse and a 1980s condo townhouse in the same town can be very far apart in price.

What a first townhouse costs per month in each suburb
Here is what the benchmark price means for a first-time buyer putting down the minimum, with CMHC insurance added to the loan, at a 4.34% five-year fixed rate over 25 years.
| Location | Minimum down | Insured mortgage | Monthly payment |
|---|---|---|---|
| Oshawa ($489,300) | $24,465 | $483,428 | $2,633 |
| Whitby ($563,400) | $31,340 | $553,342 | $3,014 |
| Brampton ($583,100) | $33,310 | $571,782 | $3,114 |
| Milton ($603,200) | $35,320 | $590,595 | $3,216 |
| Ajax ($617,000) | $36,700 | $603,512 | $3,287 |
| City of Toronto ($714,700) | $46,470 | $694,959 | $3,785 |
The Oshawa buyer pays about $1,150 a month less than the Toronto buyer at the benchmark. Over a year, that is roughly $13,800, which can cover a lot of GO fares. For the down payment rules behind these numbers, see our down payment guide.
Durham Region: Oshawa, Whitby, Ajax and Clarington
Durham has the GTA’s lowest townhouse prices among its larger cities. The regional townhouse benchmark was $555,900 in September, down 7.46% from a year earlier. Oshawa, Whitby, Ajax and Pickering sit on GO’s Lakeshore East line, so a Union Station commute is realistic from all four.
- Oshawa: the lowest benchmark of the larger GTA municipalities, at $489,300. Good for buyers who want a freehold townhouse without a 905 price stretch.
- Whitby: a $563,400 benchmark after a 13.31% annual drop, the steepest of the larger municipalities. That drop is either a warning or an opportunity, depending on your time horizon.
- Ajax and Pickering: benchmarks of $617,000 and $603,300, with smaller declines. They are closer to Toronto, and the prices reflect it.
Peel and Halton: Brampton and Milton
West of Toronto, Brampton and Milton are the two places where townhouses still hover near $600,000.
- Brampton: a $583,100 benchmark, down 7.01%, with GO’s Kitchener line. Many Brampton townhouses are freehold, which means no monthly fees. Our Brampton townhouse market report has the local detail.
- Milton: a $603,200 benchmark, down 7.47%, on GO’s Milton line. Many neighbourhoods are newer, which helps if you want a home that has not reached its first roof replacement.
- Halton Hills: a $533,900 benchmark, for buyers who want a smaller-town feel next to Milton and Brampton.
Tip: Before you choose a suburb for price alone, do the commute at rush hour on a weekday, door to door, once by car and once by transit. A townhouse that saves $500 a month but adds 90 minutes a day may not be the bargain it looks like on paper.
Affordable townhouse pockets inside Toronto
If you want to stay in the city, TRREB’s district-level benchmarks show some Toronto areas well below the citywide $714,700. In September, the townhouse benchmark was $554,100 in district E11 in the northeast, $556,600 in central district C11 and $575,100 in W10 in the city’s northwest. A first-time buyer in Toronto pays both land transfer taxes, though the two first-time rebates cover up to $8,475 of them. Our Scarborough townhouse listings are a good place to start in the east end.

Land transfer tax: another reason first buyers look outside Toronto
Every Ontario buyer pays provincial land transfer tax, and first-time buyers can get up to $4,000 of it back under the Ontario first-time buyer refund. Only Toronto adds a municipal tax on top. After both rebates, a first-time buyer pays about $13,063 in combined tax on a $714,700 Toronto townhouse and about $6,639 on a $554,100 townhouse in district E11. In Brampton, a $583,100 benchmark townhouse costs about $4,137 in land transfer tax after the refund, and in Oshawa, about $2,261.
That is not a reason on its own to pick a city, but it is cash you need on closing day, and it cannot be added to your mortgage.
What about Barrie and Simcoe County?
Barrie is outside TRREB’s coverage area, so it does not appear in the tables above. Within TRREB’s Simcoe County area, Bradford’s townhouse benchmark was $549,400 and Innisfil’s was $546,500, both with large annual drops. Bradford has a station on the Barrie GO line. If you are considering Barrie itself, check local board data and browse Barrie townhouses for current asking prices.
How to choose your first townhouse suburb
- Set your budget at today’s rate and at half a point higher.
- Map your commute, school and family needs before looking at listings.
- Compare benchmarks with actual recent sales in the specific neighbourhood.
- Decide on freehold, POTL or condo townhouse, and price any fee into your budget.
- Check how long similar townhouses took to sell, so you know your negotiating room.
Frequently asked questions
What is the cheapest city in the GTA to buy a townhouse?
Among the larger GTA municipalities, Oshawa had the lowest townhouse benchmark in September 2026, at $489,300. Orangeville in Dufferin County was slightly lower at $479,800, but it is a smaller market. Clarington, Halton Hills, Innisfil and Bradford also sat below $550,000. Prices vary widely within each city, so compare recent local sales.
Is Brampton or Milton better for a first townhouse?
Both are similar on price, with September benchmarks of $583,100 in Brampton and $603,200 in Milton. Brampton has a large stock of freehold townhouses and the Kitchener GO line. Milton has many newer neighbourhoods and the Milton GO line. The better choice depends on your commute, schools and whether you prefer newer construction.
Are townhouse prices still falling in the GTA suburbs?
They were down from a year earlier in every municipality listed here as of September 2026, from 4.22% in Pickering to 20.63% in Innisfil. A year-over-year drop does not tell you where prices will go next. It does mean buyers have more choice and negotiating room than they did during the 2022 peak.
